Quick (and trivial?) question about fluorine

Is there a reason why Kaplan's general chemistry book claims that fluorine atoms are the "smallest"?
Surely there are smaller atoms (like He for instance). Is this an error or are they making a more qualified claim?

Thanks for taking the time to answer the question!
